Primary healthcare is being revisited in South Africa. What could this mean for private practitioners?

The Council for Medical Schemes (CMS) is currently working on the costing of a proposed Primary Healthcare service benefits package as part of the broader review of Prescribed Minimum Benefits (PMBs).

Medical schemes have been asked to submit membership and claims data covering 2023–2025 by 15 October 2026.

For doctors and dentists, this is an important development.

A stronger focus on primary healthcare could have implications for:
• The services covered by medical schemes
• Healthcare financing and affordability
• The role of primary healthcare practitioners
• Referrals and continuity of care
• Provider tariffs and contracting
• Patient access to healthcare

It is important to understand that this is still a review and costing process. A final Primary Healthcare benefits package has not yet been approved.

So what exactly is being reviewed? What could it mean for private practitioners? What should doctors and dentists be watching as the process develops?

MPOX in South Africa: what should you know?

South Africa has recorded 22 laboratory-confirmed MPOX cases as at 22 September 2026. Most are in the Western Cape, with cases also reported in Gauteng and KwaZulu-Natal.

So, should we be concerned?
The message is awareness, not alarm.

MPOX is a viral infection that can cause symptoms including fever, fatigue, swollen lymph nodes and a rash or lesions. Importantly, an unexplained rash does not automatically mean MPOX, as several other conditions can cause similar symptoms.

For patients, the important thing is knowing when to seek professional advice.
For doctors, dentists and practice teams, it is about staying familiar with the latest information and knowing where to access reliable clinical guidance.

Untreated tooth decay can cause pain, poor sleep, difficulty concentrating and missed school days.

SEPTEMBER IS NATIONAL ORAL HEALTH MONTH

Oral health is about much more than teeth. It is about health, wellbeing, dignity, confidence and quality of life.

A child with a painful tooth may struggle to sleep, eat or concentrate at school. An adult living with untreated oral disease may experience pain, difficulty eating or lose valuable time at work and communities with limited access to dental care can carry the burden of preventable disease for years.

The World Health Organization reminds us that oral health is integral to general health and wellbeing, and that many oral diseases are preventable and treatable. WHO is calling for oral healthcare to be integrated into primary healthcare rather than treated as a separate service.

So, this National Oral Health Month, SAMDP is asking: Why is dentistry still treated as an add-on? It is time to change the conversation. It is time to put prevention before pain, early intervention before crisis, and oral health alongside general health.

Throughout September, SAMDP will explore what is at stake through a four-week blog series:

As National Women's Month comes to an end, and as we reflect on Child Health, we are reminded that the health of women and children is deeply connected to the health of families, communities and the nation.

There is much to be concerned about in South Africa's healthcare system — but there is also progress worth recognising.

Our latest health data show improvements in maternal and child health. Behind every statistic is a person: a mother who made it home safely, a child who was protected from preventable illness, a family spared loss.

And that is why prevention matters.

Vaccination.
Screening.
Nutrition.
Maternal care.
Health education.
Early intervention.

These may seem like simple interventions, but they can change the course of a life.
