This is called a Pulp Polyp or Pulp Stone
(The pulp is the soft tissue inside the tooth that contains the nerve and blood vessels)

It's an overgrowth of soft tissue that can develop when a deep cavity remains untreated for a long time. Instead of causing severe pain all the time, the tissue inside the tooth grows outward because of chronic irritation and infection.
It's not normal gum tissue and it's not a gum growth. If you notice something like this inside a decayed tooth, don't ignore it. Visit a dentist as early as possible to prevent further infection and save the tooth whenever possible.
