(TCDS, AFP) conducted Ocular Responsive Assessment(ORA) in Northern Mindanao

On 09 March 2026, BGEN ISIDRO ALEX C URRIQUIA DS , TCDS AFP, conducted an official visit to the new home of 590th Air Base Group in Colonel Godofredo Juliano Air Base, Lumbia Air Base, Cagayan De Oro City (CGJAB, LAB CDO) , reinforcing the vital role of dental services in mission readiness.

Arrival honors were rendered to the Guest of Honor, hosted by BGEN JOEL A INACAY PAF, Wing Commander of the 15th Strike Wing. The visit commenced with a meaningful Tree Planting Ceremony at the General’s Tree Farm— with COL ALNSELMO A TY II PAF (GSC), 590ABG Group Commander symbolizing not only growth, but the unit’s unwavering commitment to environmental stewardship and sustainability followed by a facility tour at 1308th PAF Dental Dispensary, where he was warmly welcomed by the Smile Protectors Family led by COL JEANNE VALDEZ-LINGAN DS (GSC). A comprehensive tour of the Dental Treatment Facility (DTF) showcased the unit’s capabilities, way ahead, and dedication to delivering quality oral healthcare to Philippine Air Force personnel in maintaining two distinct DTFs geographically located in MDAAB Cavite City and LAB ,CDO.

A key highlight of the visit was the discussion on the ORA of DTFs - a strategic initiative aimed at strengthening dental service support and enhancing operational readiness of 1308DD both in MDAAB and CGJAB.

This engagement underscores a shared commitment: ensuring that every Airman remains mission-ready through resilient, responsive, and reliable dental healthcare.

The 1308th Dental Dispensary proudly congratulates Dr. Vanessa Sofia P Varela, CHR, for being adjudged as the AIBDC Civilian Human Resource of the Year (TAS Category) a distinguished recognition of her exemplary performance, dedication, and unwavering commitment to service. Out of eleven (11) operational units under AIBDC — strategically located PAF-wide, Dr. Vizcarra emerged victorious, exemplifying excellence and professionalism among her peers.The award was received by our Group Commander, COL ANSELMO A TY II PAF (GSC), on behalf of the awardee.

The recognition was given by the Philippine Air Force Commander, LTGEN ARTHUR M CORDURA PAF, and awarded by AIBDC Commander, MGEN ANTONIO Z FRANCISCO PAF, during the 4th AIBDC Anniversary held on 10 February 2026 at Colonel Jesus Villamor Air Base.

As the 1308th Dental Dispensary (Smile Protectors) under the 590th Air Base Group undergoes its historic transition from MDAAB Sangley Point to Lumbia Air Base, the mission continues — steadfast and service-driven.

Amid relocation operations and organizational adjustments, 1308DD carried its advocacy beyond clinical walls and into the community through a Coastal Clean-Up Drive at Calabrian Children’s Foundation, Cagayan De Oro City in connection with the 22nd National Dental Health Month. In collaboration with CMO and representatives from squadron units of 590th ABG, the activity reinforced environmental stewardship, discipline in waste management, and unity in action.

The Smile Protectors which represented by LTC GERALD R DESDIR DS actively cleared coastal areas of plastic waste and debris — proving that while their primary duty is safeguarding oral health, their greater commitment is safeguarding communities and the environment.

This transition period is more than a change of station — it is a powerful statement of continuity in service. From Sangley Point to Lumbia, the 1308th Dental Dispensary remains mission-ready, community-focused, and committed to nation-building beyond the call of duty.

History in the Making at 1308th Dental Dispensary

From coast to skies—1308th Dental Dispensary marks a defining chapter as it transitions from MDAAB Sangley Point to Lumbia Air Base under the 590th Air Base Group. This move isn’t just a change of address—it’s a leap forward in service, capability, and commitment.

12 February 2026 stands as a historical milestone with the limited operationalization of 1308DD at LAB, CDO, proudly catering to its first military patients from 15th Strike Wing and 590ABG. Dental services rendered included oral examination, consultation, and prosthodontic care—from denture adjustments to fixed partial crown installation—delivered with precision and purpose.

What makes this moment even more remarkable is that 1308DD Team SMILE Protectors now sustain two distinct Dental Treatment Facilities (DTFs) across the country. Even during this transition period, both 1308DD MDAAB and LAB remain fully committed to service, continuing to deliver quality dental care—serving across the land, without pause.

This accomplishment directly strengthens Mission Readiness—because healthy airmen fly better, serve stronger, and remain combat-ready. In line with the mission of the Philippine Air Force, 1308DD proves that readiness starts with oral health wellness.

💖 Valentine’s Day with Service from the Heart 💖

Love took the form of care, prevention, and healthy smiles as 590th Air Base Group headed by COL ANSELMO A TY II PAF (GSC) wrapped up PROJECT SAM at Lumbia Air Base, Cagayan De Oro City on Feb 14, 2026 serving 39 Higaonon indigent beneficiaries at 1308th Dental Dispensary—in celebration of the 22nd National Dental Health Month. A milestone moment: the first time our adopted Higaonon experienced a dental clinic treatment setting.

Preventive dental care services delivered with compassion included oral care education, proper handwashing, nutrition guidance, toothbrushing drills, fluoride varnish treatment, and take home dental hygiene kits—because nothing says love like a healthy smile shared with the community.

1308DD, 590ABG - Protecting Smiles, Serving Communities

In line with the 22nd National Dental Health Month, the 1308DD, 590ABG – Tooth Keepers and Smile Protectors Team, conducted a Dental Mission at MB Ramonal, Brgy. Nazareth, Cagayan de Oro City on 11 February 2026, benefiting 29 patients through oral examinations, consultations, tooth extractions and complete take home medicines. Composed of 9 dental warriors led by COL JEANNE VALDEZ-LINGAN DS (GSC), the team strictly observed standard infection control practices, including autoclave sterilization, ensuring safe and quality dental care for every smile served. The said activity highlighted the PAF’s commitment to community service and public health support.

A brief collaborative discussion with Barangay Captain, Atty. Regine Beatrice T. Rodriguez, was also held to explore sustained dento-oral care initiatives and future people-centered endeavors in Cagayan de Oro City—reflecting the PAF mission of service, partnership, and nation-building.

By switching off lights and reducing energy use, we stood in solidarity with the Philippine Dental Association’s advocacy for environmental protection—promoting sustainability while safeguarding the health and readiness of our Philippine Air Force personnel.

From service to leadership—history was marked as COL JEANNE VALDEZ-LINGAN DS (GSC) officially donned her ranks being the 26th Commanding Officer of the 1308th Dental Dispensary, 590th Air Base Group.

The first Donning of Ranks was held at Lumbia Air Base, Cagayan de Oro City on 15 January 2026, led by COL Anselmo A. Ty II, PAF (GSC)—coinciding with a significant chapter in the unit’s journey as the 590th Air Base Group formally transferred its base of operations from Major Danilo Atienza Air Base, Cavite City to Lumbia Air Base, Cagayan de Oro City. This milestone symbolized not only a change in location, but a renewed mission focus and strengthened presence in Mindanao.

This was followed by the TAS Senior Officers’ Donning of Ranks 2026 on 29 January 2026 at Tejeros Camp, General Emilio Aguinaldo, Quezon City, presided by LTGEN ROMMEL P ROLDAN PAF, the Deputy Chief of Staff, AFP—underscoring the AFP’s commitment to professional growth and strong leadership across the ranks.
More than a ceremony, the Donning of Ranks signifies recognition of merit, assumption of greater responsibility, and renewed dedication to serve with honor, excellence, and integrity—especially as the unit embarks on a new operational chapter in Lumbia Air Base.
